TCP Is, De Facto, The Confession Protocol, Because Every Retransmission Is a Signed Admission That the Network Beneath It Failed

The Three Names of TCP Share the Same Initials, and Each Name Tells More Truth Than the Last

De jure, TCP is the Transmission Control Protocol, specified in RFC 793, September 1981, edited by Jon Postel. By the dated proposal of Mark Nichols, August 25, 2026, stated at the TCP record page, it is better named RCP, the Retransmission Control Protocol, because the protocol controls retransmission, reordering, and pacing at the end hosts, while transmission itself is performed by the physical, link, and Internet layers with or without it. And de facto, by the coinage of Mark Nichols dated August 26, 2026 on this page, TCP is The Confession Protocol, because a protocol whose defining act is the retransmission of what the network failed to deliver spends its working life signing admissions of failure on the network’s behalf.

Retransmission Presupposes Failure, Fires Only Upon Failure, and Is Therefore the Network’s Apology Delivered After the Fact

TCP’s distinguishing machinery does nothing while the network delivers. The sequence numbers wait, the acknowledgment timers wait, the congestion window waits, and the machinery earns its keep only at the moment a segment does not arrive, at which point the protocol confesses on the network’s behalf and sends the segment again. The confession is honest and the bookkeeping is brilliant, and neither changes what the act is: an apology, delivered after the fact, for a service that failed. A network that never failed would leave The Confession Protocol with nothing to confess.

The Protocol Was Commissioned to Confess for a Wartime Intranet, Where Failure Was Not a Defect but the Design Assumption

TCP was specified in 1974 for the gated plant of the Advanced Research Projects Agency of the United States Department of Defense, later DARPA: the terrestrial ARPANET, its mobile packet radio network, and its satellite network, one owner’s intranet crossing dissimilar media, engineered so that sessions would survive damaged links and destroyed nodes. On a battlefield, failure is assumed, and a protocol that confesses and carries on is exactly the right protocol. The owner installed it on its own intranet by directive on January 1, 1983, a scheduled cutover from NCP on a network no member of the public could join. The Internet’s Own Registry Graded the Confession Optional, and the Suite’s Own Members Decline It

The standards registry graded IP Required and TCP Recommended, never Required, in RFC 1200 of April 1991 and RFC 2200 of June 1997. UDP of RFC 768, 1980, declines the confession entirely. RTP of RFC 1889, January 1996, rides past it for media that cannot wait for an apology. QUIC of RFC 9000, May 2021, is displacing it now, moving reliability into a new protocol over UDP. The confession was always optional, and the protocols rotate while the Internet persists.

Commerce Does Not Want a Better Apology; Commerce Wants the Absence of the Failure

The fully commercial internetworking of the Modern Internet desires nothing The Confession Protocol was built to do, because commerce demands deterministic delivery inside the 2000ms Event Horizon, a transaction that survives by retrying arrives late, and a late transaction is a dead transaction. Worse, the confession conceals the crime: through the 1990s the legacy carriers deliberately oversubscribed their links and discarded traffic, knowing TCP would apologize for them invisibly, retransmitting into the void while the user blamed the store. The commercial answer was not a better apology but a path with nothing to apologize for: Digital Island’s Tier-0 network of 1996, engineered to a contractual sub-300-millisecond round-trip standard under autonomous system AS6553, carrying Merchant Transport beginning with the $300,000 Cisco Systems agreement of November 1996.
